Washington, D.C. (Sept. 15, 2025)—Rubrum Advising, a fast-growing health policy, regulatory, and market access firm, today announced Tamara Syrek Jensen, JD, has joined the firm as Vice President of Federal Programs. A nationally recognized health policy leader, Syrek Jensen most recently served as Director of the Coverage and Analysis Group (CAG) at the Centers for Medicare & Medicaid Services (CMS), where she established national coverage standards for devices, drugs, biologics, and preventive services supporting 65+ million Medicare beneficiaries.

“Over the course of her career, Tamara has been integral in shaping Medicare coverage and reimbursement,” said Lee Fleisher, MD, ML, founder and CEO of Rubrum Advising. “Her expertise will be invaluable to ensuring our clients reach the right patients, at the right time, and with the right outcomes as they bring new technologies and therapies to market.”

As part of Rubrum’s work with government stakeholders, Syrek Jensen will design and execute commercialization strategies—bridging evidence planning, regulatory milestones, and payer engagement—from early development and pre-FDA authorization through full market launch.

“In today’s uncertain market, payers want to ensure they are covering health technologies and services that are demonstrably beneficial for Medicare patients,” said Syrek Jensen. “But without a smart coverage and payment strategy even the best technologies can stall. I look forward to working with the incredible team at Rubrum to help clients cut through payor complexity and deliver their innovations to patients faster.”

Syrek Jensen’s appointment further deepens Rubrum Advising’s bench of current and former clinicians, policymakers, regulators, and industry leaders with unmatched expertise at the highest levels of leadership across the healthcare ecosystem. Together, the team delivers policy, regulatory, and market access solutions that advance the system and bring innovation to the frontlines.

Before leading CAG, Syrek Jensen held senior roles within CMS, including Special Assistant to the Chief Medical Officer and Director of the Office of Clinical Standards and Quality (OCSQ), now the Centers for Clinical Standards and Quality (CCSQ). As part of that work, she pioneered a foundational collaboration between FDA and CMS, including facilitating the first MOU between the Agencies, which continues to guide the Agencies’ ongoing data and information exchange.

Prior to working at CMS, Syrek Jensen was a legislative assistant in the U.S. House of Representatives. She is an attorney, licensed in Maryland.
