Philadelphia, PA (July 29, 2026)Rubrum Advising, a healthcare advising and solutions firm that helps bring innovative therapies and technologies to people sooner, today announced that David R. Wright is joining the firm as principal. A veteran federal executive with more than 30 years at the Centers for Medicare & Medicaid Services (CMS), Wright most recently served as director of the agency’s Quality, Safety & Oversight Group (QSOG).

“David has spent his career on the front lines of patient safety, ensuring that patients receive quality care when they visit a healthcare facility,” said Lee Fleisher, MD, ML, founder and CEO of Rubrum Advising. “Few people in the country understand how CMS oversees, surveys, and certifies facilities the way David does. His experience will be invaluable to organizations navigating safety and compliance in our rapidly evolving healthcare landscape.”

Wright joins Rubrum in September 2026 and will lead safety and compliance strategy for health systems and post-acute care providers, including survey and accreditation readiness. His deep policy expertise gives clients an insider’s view of how regulatory requirements are shaped and how to stay ahead of them.

As QSOG director, Wright led a team of more than 120 federal employees with a $397 million annual budget, responsible for ensuring and improving patient and resident health and safety in Medicare- and Medicaid-certified facilities nationwide. His group developed and issued sub-regulatory policy and compliance guidance for more than 8,400 state and federal surveyors inspecting over 78,000 hospitals, nursing homes, home health agencies, and hospices, and more than 320,000 laboratories certified under the Clinical Laboratory Improvement Amendments (CLIA). He also oversaw the performance of the nine CMS-approved national accrediting organizations.

“Improving health care quality happens through meaningful collaboration with everyone the system touches, from providers and surveyors to accreditors and, above all, patients,” Wright said. “I look forward to helping our clients not just meet the standards but understand why they exist and how to deliver on them.”

A longtime advocate for transparency in government, Wright championed public access to quality-of-care information through CMS platforms including Nursing Home Care Compare and the Quality Certification Oversight Reports site.

Wright was named the 2021 CMS Executive of the Year and received the 2014 CMS Excellence in Leadership award. He is a graduate of the Federal Executive Institute and holds a master’s degree in public affairs from the University of Texas at Dallas, as well as a bachelor’s degree in political science from Texas A&M University.
